Table comparing details between 4 applicable NIH data sharing policies for cancer researchers with 5 columns and 6 rows.
Row 1 lists the policies to be compared: 2003 NIH DSP; 2023 NIH DMS; NIH GDS; and NCI PADS.
Row 2 lists the effective date for each policy:
2003 NIH DSP Column = October 1, 2003-January 25, 2023;
NIH DMS Column = January 25, 2023;
NIH GDS Column = January 25, 2015;
NCI PADS Column = October 1, 2017.
Row 3 lists the applicability/scope of the policies:
2003 NIH DSP Column = No longer applies to new applications. Remains effective for non-competitive renewals for previously funded awards (Type 5) with effective dates on or after January 25, 2023;
NIH 2023 DMS Column = Effective for new applications (Type 1) and competitive renewals (Type 2) as of January 25, 2023, replacing the 2003 NIH DSP. Competitive revisions (Type 3) and administrative supplements are not subject to this policy. Not applicable for research and other activities that do not generate scientific data (see NIH’s List of Activity Codes Under DMS Policy);
NIH GDS Column = Effective for new applications (on or after January 25, 2015). Applies to large-scale genomic data studies and smaller-scale studies (with programmatic priority), or studies focusing on rare diseases. Thresholds and assay types clearly defined to meet GDS. Timelines for sharing genomic data under GDS remain the same;
NIH PADS Column = Applies to competing grants, cooperative agreements, and contract applications submitted to NCI in response to Cancer Moonshot Research Project FOA. Applies to NCI intramural Cancer Moonshot Research Projects that generate publications and underlying primary data (on or after October 1, 2017).
A sub row under row 3 with merged columns indicates that the following is true for the 2023 DMS, NIH GDS, and NCI PADS: “As of January 25, 2023, you need only submit one plan with your application”.
A second sub row under row 3 with merged columns indicates that the following is true for all 4 policies: “Applicable to extramural (grants, cooperative agreements, contracts, other transactions) and intramural research projects.”
A third sub row under row 3 with merged columns indicates that following is all true for all 4 polices: “Applicable to human and non-human data.”
Row 4 lists the budget threshold for each policy:
2003 NIH DSP Column = NIH funding of >$500K direct cost/year that generate data;
NIH 2023 DMS Column = No minimum threshold required;
NIH GDS Column = No minimum threshold required;
NCI PADS Column = No minimum threshold required.
Row 5 lists NIH’s Expectations of Applicants for each policy:
2003 NIH DSP Column = Include a data sharing plan with your application;
NIH 2023 DMS Column = Prospectively plan how you will preserve and share your data. Submit your DMS plan with your application (along with any DMS-relevant budget costs);
NIH GDS Column = Include a genomic data sharing plan with your application (will be a part of the 2023 DMS Plan);
NCI PADS Column = Submit a public access and data sharing plan with your application (will be a part of the 2023 DMS Plan). Deposit electronic copies of publications in PubMed Central (tag metadata).
Row 6 lists the release/timeline for each policy:
2003 NIH DSP Column = Your final data set should be made available as soon as possible, and no later than, the acceptance date for publishing your research;
NIH 2023 DMS Column = Share your scientific data as soon as possible, and no later than, the acceptance date for publishing your research, or the end of the performance period (whichever comes first);
NIH GDS Column = Submit and release your data through NIH-designated data repositories. Release your lower-level primary data (L2/L3) within 9 months of generating data/QC. Release your summary analyses at the time of publication;
NCI PADS Column = Share underlying primary data as soon as possible, and no later than, the acceptance date for publishing your research. Make publications immediately accessible using CC BY4.0 (no embargo).
End of table.
