Biography

As a supervisory program analyst within CBIIT’s Business Operations Branch, Mr. Donald Hall is responsible for financial management, contract management, portfolio management, and centralized procurement. Mr. Hall joined NCI in 2011, after he served 27 years in the U.S. Army where he retired in the rank of Command Sergeant Major (CSM). During his Army career, CSM Hall served in the U.S. Army’s 3rd Armored Division, 1st Armored Division, U.S. Army Recruiting Command and has been deployed to Saudi Arabia, Kuwait, and Iraq in support of combat operations during Operation Desert Shield and Desert Storm. He is a recipient of the Legion of Merit, two Meritorious Service Medals, six Army Commendation Medals, seven Army Achievement Medals, eight Army Good Conduct Medals, National Defense Service Medal, Southwest Asia Service Medal, Army NCO Professional Development Ribbon, Army Service Ribbon, three Army Overseas Service Ribbons, Saudi Arabian Medal for the Liberation of Kuwait, and was inducted into both the Excellence in Armor Program and the Order of Military Medical Merit. Mr. Hall received a doctorate of philosophy in business administration (ABD), a master’s degree in business administration, and a bachelor’s degree in business administration from Trident University International. His military education includes the Primary Leadership Development Course, Basic Non-Commissioned Officers Course, Advanced Non-commissioned Officers Course, First Sergeant Course, and the Sergeants Major Course.
